The Federal Trade Commission prohibits the making of any offer that misleads or may possibly mislead a consumer. In order to comply with the FTC rules, any advertising describing a Mall System certificate must disclose that the consumer will be responsible for paying the shipping & processing fees associated with receiving the item offered. The item is never to be referred to as being free.

Any advertising must contain the following statement:

The Certificate permits you to obtain "insert particular product here" by mailing in the certificate along with a money order in the amount "insert amount here" for the shipping & processing charges associated with the program. Retail price of the program is determined by Mall System or Premiums Promotions & Imports, Inc. In connection with your use of the certificate, you will be required to pay a minimum of "insert amount here" for the shipping & processing fees associated with this program. Other terms and conditions regarding the use of the certificate are set forth on the certificate.

If you disburse these certificates without describing the limitations, or if you disburse these certificates to a retailer who fails to disclose the limitations as described above, you may be in violation of the federal law and/or applicable state statutes.Failure to comply with the above disclosure requirements constitutes grounds for Mall System or Premiums Promotions & Imports, Inc. to cancel any contracts or agreements with you for the shipment of future certificates.
